What This Checklist Is For
If you're the person responsible for ordering personal protective equipment (PPE) for your company—whether it's gloves for the warehouse, tactical vests for security, or even making sure pepper spray policies are air-travel compliant—this is for you.
I manage purchasing for a mid-sized manufacturing firm (about 300 employees across two sites). Roughly $80k a year goes to PPE alone, spread across 8 vendors. When I took over in 2020, I learned the hard way that the cheapest option isn't just a risk to safety—it's a risk to how your company is perceived.
This checklist walks through 6 steps I now use before placing any PPE order. Not every step applies to every product, but using them together has saved me from bad gear—and bad optics.
Step 1: Verify the Manufacturer's Credentials
Sounds obvious, but you'd be surprised how many suppliers claim they manufacture when they're just reselling. For a Magid glove & safety manufacturing company llc, I want to see actual production facilities, not just a website with stock photos.
Things I check:
- Physical address – Does the company list a factory location? (Should mention: I once ordered from a vendor whose “headquarters” was a UPS Store mailbox.)
- Certifications – ANSI/ISEA for gloves, NFPA for tactical vests, NIOSH for respirators. Ask for current certificates, not PDFs with expired dates.
- References – Especially if it's a new supplier. I ask for 3 clients in my industry. If they can't provide any, that's a red flag.
To be fair, some legitimate manufacturers don't blast their certifications on every page. But if they hesitate to share, I get suspicious.
Step 2: Evaluate Product Quality Through Sample Testing
I don't have hard data on defect rates across the industry, but based on five years of ordering, my sense is that about 8-12% of first deliveries from unknown suppliers have quality issues. That's expensive—time, re-shipping, and credibility with your team.
So I always request samples:
- Gloves – Cut resistance, dexterity, and grip in actual work conditions. (Note to self: involve the warehouse lead in testing—they catch things I miss.)
- Tactical vests – Fit, adjustability, and whether the plates actually stay in place after 8 hours. Never expected a mid-priced vest to outperform a premium one—turns out the cheaper brand had better lumbar support.
- Safety glasses – Anti-fog coating performance. I keep a temp test: wear them while walking from air conditioning to the factory floor. If they fog, reject.
The surprise wasn't the price difference—it was how much hidden value came with the 'expensive' option: better stitching, user comfort that reduced complaints, and an overall more professional look.
Step 3: Check Compliance with Travel and Transport Regulations
This is the step most people overlook. Your company might issue pepper spray to security guards, but can you carry pepper spray on a plane for business travel?
Short answer as of my last check (Q1 2025): No. TSA prohibits pepper spray in both carry-on and checked baggage if it exceeds 118ml (4 fl oz) and most standard duty sprays exceed that. Even small ones must be in checked luggage with a safety cover.
For tactical vests, if your team travels with them, verify the vest's weight and plate composition—some airline policies restrict heavy ceramic plates. I learned this in 2023 when a security lead almost had his vest confiscated at security. That made me look bad to my VP.
Step 4: Assess Vendor Reliability for Recurring Orders
A one-time perfect delivery is not enough. I track three metrics over at least three orders:
- On-time delivery rate – Anything below 90% gets flagged.
- Order accuracy – Wrong sizes, wrong quantities. (Should mention: we recently had an order where every box was mislabeled. That cost us 6 hours of rework.)
- Communication responsiveness – If they take 48 hours to answer a question during the trial, imagine during a rush order.
I went back and forth between an established vendor and a new one for two weeks. Established offered reliability; new one offered 25% savings. Ultimately chose reliability because the project was too important to risk. Even after choosing, I kept second-guessing—what if I could have saved $20k a year? The three months until the first delivery were stressful. But when the product arrived spot-on, I relaxed.
Step 5: Evaluate Total Cost, Not Just Per-Unit Price
That $5 glove that lasts 10 shifts? Cheaper per day than the $3 glove that rips after 2 shifts. But I wish I had tracked this more carefully from the start. What I can say anecdotally is that switching to a mid-tier glove from a budget brand cut our glove spend by 15% annually because workers stopped throwing them away early.
Similarly for tactical vests: a $150 vest that lasts 3 years vs. a $250 vest that lasts 5. The math isn't complicated—but finance loves seeing per-unit comparisons. I learned to present the cost-per-use analysis.
Step 6: Build in a Safety Margin for Delivery Timing
This was accurate as of Q4 2024: standard shipping from most PPE suppliers takes 5-7 business days. But if you need gear for a safety audit or training event, order 2 weeks early. If the vendor offers an expedited option for 30% more, I'll often pay it for critical orders—but only if I've verified their reputation first. (Not that reputation always helps; I once paid rush fees to a well-known brand and still got a delay. So I always build a 3-day buffer now.)
Dodged a bullet when I double-checked quantities before approving an order. Was one click away from ordering 10x the number of hard hats we needed. The vendor's portal had switched units from 'boxes' to 'units' without telling me.
Common Mistakes I've Made (So You Don't Have To)
- Ignoring compliance nuances – Not all PPE is created equal under different state or airline rules. Always verify local regulations.
- Trusting a sample too much – A vendor sent beautiful glove samples; the production batch had different cotton content. I now ask for random samples from actual production runs.
- Underestimating brand perception – When employees see cheap, flimsy gear, they assume the company doesn't value their safety. The quality of the PPE you provide is your brand on the factory floor. I've seen morale drop after one bad batch of safety glasses.
This checklist isn't comprehensive—I'm still learning. But it's saved me from the worst pitfalls, and I hope it helps you avoid a few too.
